What's Open Enrollment?
Open Enrollment is your once-a-year opportunity to review existing benefits elections and:
- Change your plan choices
- Enroll in new plans
- Add or drop dependents
- Enroll/re-enroll in Flexible Spending Accounts (Medical or Dependent Care)
During Open Enrollment, you will be selecting your benefits for January 1, 2019 through December 31, 2019. After Open Enrollment ends, you cannot make changes to your benefits selections until the next Open Enrollment in Fall 2019, unless you have a "qualified status change" such as a change in your marital status, birth of a baby or gain/loss of other coverage. If you do experience a qualified status change, you MUST notify Human Resources within 31 days of the event to make any necessary changes to your benefit elections.
2019 Highlights
- Minimal Plan Design Changes in Medical Plans
- Slight increase in co-pays; e.g.: $25 for office visits and urgent care, $25 or $40 for specialist, $150 ER visit
- Vision benefits under Kaiser will now be offered through the VSP vision plan
- Cigna “Monthly Switch” dental plan will continue to be offered. Please note that you must first call Cigna in order to switch from the DHMO to the PPO and vice versa during the year.
- VSP Vision will now be offered to all benefit eligible regular employees even if no medical plans are selected.
- Employee Dental Premiums will remain the same in 2019.
- Employee Medical Premiums will increase by $15.00 per month for Kaiser and Cigna Select (Limited) HMO plans ($7.50 per pay period) and $55.00 per month for Cigna Full HMO ($27.50 per pay period)

Actions to Take
- EaseCentral Enrollment Portal opens Monday, October 22, 2018.
- Please review your benefits within EaseCentral; however, no changes ares required if you plan to keep your current elections.
- Kaiser members will automatically be enrolled in VSP, please review to make sure this is the level of coverage desired.
- Enroll or re-enroll in a Flexible Spending Account for the 2019 plan year. Current year FSA elections will end December 31, 2018.
- You MUST make your decisions by November 2, 2018.

How to Enroll?
- Starting Monday, October 22, Log onto www.sdsurf.easecentral.com
- User name: R + Red ID, for example - R800000001
- Password: Use your EaseCentral password from your last loPassword: Use your last logon or, if you've forgotten your password, select "I'm unable to log in" for a password reset.
- Review your personal information and benefits selections, and make changes as needed.
- Click "Review" and "Finalize" when done.
- Print the Election Summary for your records.

- Meet face to face with an Enrollment Counselor 10/23, 10/25, 11/1 or 11/2 - appointments required. Please sign up for an appointment.
